Incident Update Dixie Fire

Situation Summary

Dixie Fire West Zone:

The humidity overnight continued to moderate fire behavior with some creeping and heavy material burning out. Interior islands and fuels within the control lines continue to smolder. Active burning in heavy receptive fuel beds may increase fire activity today. Potential still exists for spots to become established well outside of the control lines.

Today, quieter weather returns to the fire area. Winds will stay elevated through this afternoon with gusts up to 20 mph and cooler temperatures around 80 degrees.

Crews will continue to complete line in steep and rugged terrain, perform holding actions, and provide structure defense in communities at risk. Incident priorities are to prevent further fire spread into HWY 395 and prevent additional fire spread into surrounding communities, private and public infrastructure and forests, and to protect the communities of Hat Creek and Old Station as well as the timberlands.

Residents are urged to stay vigilant to changing weather and fire behavior. Smoke will be seen in the fire area and surrounding communities for many days. Damage assessment is ongoing, and the threatened structures count may change depending on the fire status.

Dixie Fire East Zone:

Rainfall around one quarter of an inch to just over one half of one inch fell across the East Zone Thursday evening and Friday morning, resulting in minimal fire activity. Larger and thicker fuels – like stumps, logs, and duff – continued to smolder while fine surface fuels quickly dried out as the day warmed and winds increased. Today, resources will continue to hold and improve dozer and handline from Lake Davis to Clover Valley and secure dozer and handline to keep fire from spreading further south into Dixie Valley, as well as south towards Clover Valley and Portola. East of Milford, crews will maintain direct and indirect containment lines on the northwest flanks to prevent fire from again impacting that community and Highway 395. Crews will also work to complete dozer line in Dotta Canyon to the Sugar Fire scar as an alternate contingency line in addition to improving Road 177 and Beckwourth-Genesee Road as secondary control lines. Hotshot crews will again work to secure direct line construction in the rugged Devil's Punchbowl, as gains continue to be made in that area. Maintaining containment, mop-up, and backhaul of equipment on western and central divisions will take place around the cooler areas of the fire perimeter. Structure protection remains in place within Genesee, Dixie Valley, Lake Davis area, Milford, and Taylorsville. California Interagency Incident Management Team 1, led by Incident Commander Jerry McGowan, assumed command of the East Zone Saturday morning.

Road Closures

Public traveling in or near evacuated areas should follow egress route directions identified in the evacuation notifications. Directions provided by mobile devices and GPS units could lead drivers into hazardous areas.  Motorists are encouraged to call 1-800-427-7623 for highway information as roadway conditions remain dynamic.

National Forest Closures

The Pacific Southwest Region is temporarily closing all R5 National Forests to provide better public and firefighter safety due to extreme fire conditions throughout the state and strained firefighting resources throughout the country. This closure will be effective on Tuesday, August 31, 2021, at 11:59 p.m. through September 17, 2021, at 11:59 p.m. This Order does not affect the Humboldt-Toiyabe National Forest, which is not in the Pacific Southwest Region. The Lassen National Forest's Order No. 06-21-08: Expanded Dixie Fire Closure Order prohibits the public from entering within the Dixie Fire Closure Area or any National Forest System Roads or trails described in Exhibits A & B. The Plumas National Forest’s Order No. 05-11-00-21-21: Dixie Fire Phases 1, 2, 3, 4, 5 Expanded Closure Order prohibits the public from entering within the Dixie Fire Closure Area or any National Forest System road or trail described in Exhibit A and B.

Bureau of Land Management

The Bizz Johnson National Recreation Trail near Susanville, as the Bureau of Land Management, has rescinded a temporary emergency closure associated with the Dixie Fire. Also reopened are the Hobo Camp and Devil’s Corral trailheads and all other BLM-managed lands that were affected by the emergency closure that went into effect on Aug. 16. This includes BLM-managed lands south of California Highway 36, west of U. S. 395. and north and east of the Lassen National Forest boundary.

Evacuee Campsites:

Lassen National Forest: The Lassen National Forest has the Christine Campground on Eagle Lake Ranger District and the Bridge Campground on the Hat Creek Ranger District available for evacuees. Evacuee's primary residence must be under mandatory evacuation and need to check in with the campsite's hosts. Before you go, make sure the campgrounds are not under any evacuation warnings. Plumas Evacuee Campsites: Plumas National Forest - Campgrounds available to evacuees include Meadow Camp, Rock Creek, and Deanes Valley Campgrounds in the Meadow Valley area, in addition to Red Bridge Campground off La Porte Road, and Lakes Basin Campground off of Gold Lake Highway.

HAT CREEK HIGHLANDS MUTUAL WATER COMPANY

BOIL YOUR WATER BEFORE USING September 9, 2021

Failure to follow this advisory could result in stomach or intestinal illness.

The Hat Creek Highlands MWC had a significant break in the distribution system, as a result of a fire truck backing into a standpipe. This break may result in an outage or low pressure until we can get the pipe repaired. Additionally, to keep the water system operating/pressurized during the Dixie Fire event, we have disabled the alarms and interlocks at the surface water treatment plant; therefore, the water produced may not meet state standards. We are working with neighboring utilities for assistance in repairing this leak and restoring water service.

When water pressures are lost, contaminated water can enter the pipes where leaks are located, and then contaminate the rest of the water distribution system. Therefore, we are advising all customers to boil their water and/or follow the precautions below as suggested by the Division of Drinking Water and the Hat Creek Highlands MWC.

What should you do?

• DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms that may be in the water.
• An alternative method of disinfection for residents that are not able to boil their water is to use fresh, unscented, liquid household bleach. To do so, add 8 drops (or 1/8 teaspoon) of bleach per gallon of clear water or 16 drops (or 1/4 teaspoon) per gallon of cloudy water, mix thoroughly, and allow it to stand for 30 minutes before using. A chlorine-like taste and odor will result from this disinfection procedure and is an indication that adequate disinfection has taken place.
• Water disinfection tablets may also be used by following the manufacturer’s instructions.
• Continue boiling your water until you receive written notice from us that the water is safe to drink.

Once the repair is complete, the main line will be disinfected, flushed, and water samples will be collected to ensure that the water is safe to drink. Once samples show the water to be safe, we will inform you that boiling your water will no longer be need. We expect this advisory to be in effect for at least two days
